FL2 Freelander 2 Td4 cold start issues

Hello,

I am having issues with a 2007 FL2. It wont start if the temp fall down below -3.

I have spoken to an ILS and he said that when it's cold it should take a second or so before it turns over when I push the button - to allow the glow plugs to warm up. It's never done this, not once, in 3 years I've had it. It's always started to turn over immediately. I'm guessing there must be a sensor somewhere that tells it to engage the cold start procedure, any idea where this sensor is?
