Yup, that'll be the viscous coupling. You can check by jacking up one wheel, and applying a breaker bar to one of the nuts. It should move slowly when applying a constant force. If it doesn't, the viscous coupling is locked up.

You can exchange it at Ashcroft Transmissions, or find a second hand one somewhere, but that's always a bit of a gamble, as it might be on the way out as well.
