It’s part of the spring seat, which is welded to and forms part of the the axle casing. I think Ian may be referring to the bolt-on bit that goes on top, and which the spring actually sits onto. Those are a seperate part and easily replaceable as suggested, however they do not wear as such - just rust.

YRM sell replacements, you need to cut the old ones off and weld new ones on. I did mine last weekend as it happens.

A temporary fix is to weld a big M20 washer over the top.
