stageonesimmo
You cant build up enough boost to make it move stood still - you'd need to be under the bonnet as its doing full tilt up a hill in 3rd or 4th gear to see it work! Not recommended! Stop worrying about it and tackle the rust instead!

ThreeSheds
Check the pivot by romoving the link - it should turn freely. Mine was VERY stiff and was jammed part way open :0 , but a few shots of stuff to clean the carbon from the shaft/bearing and it freed up nicely. If I recall correctly, for testing that the actuator moved I SLOWLY AND CAREFULLY (risk of explosion!) moved a blowing airline towards the inlet until it moved. Not proof it's ok, but at least shows it's not seized.

Best things to do is fit a boost guage to check pressure and then make sure linkage is free as threesheds said.
