Another use of tennis balls

It looks to me like it's not a 'fix' for anything broken, but that they are being used as a spring assister - in which case I bet the car was overloaded too. I noticed that he was fined 'in his absence'.. I hope they kept the car because I don't expect they will see any of the money!

I reminds me of a couple of years ago when an east-European family arrived in an old and battered Opel. They were quiet and clean and he worked incredibly hard (carpenter I think) and after a year they went home. All good, but I would put money on that car being unsafe and illegal. :(
