Very popular on motorbikes (understandably). Works well on my wheelbarrow, which otherwise tends to leak round the rim. But yes, you have to buy it again when you change the tyre. They used to demo it by stabbing the tyre with screwdriver, and it stopped those leaks. I think Ultrasafe or similar name. It wouldn't plug a real blowout, but then again it might prevent one.

its called ultraseal, yes we stab a tyre to show you how it works, i use a 6mm bradawl to demonstrate, it does work, been using it for 8years in both my bikes and trucks, and no, never had balancing problems, :D:D
