Would this proposal affect people building Ibex's in the future? http://www.vhra.co.uk/VHRA/News/Entries/2018/2/8_IVA_Legislation_Proposal_from_the_DfT.html specifically the emissions and older engines part.

No...

We have today received notification from the FBHVC on the subject of IVA testing and the use of older engines. We’re pleased to say it’s good news and the DfT are withdrawing the proposal to make all new builds meet current emission standards. The response below is from the FBHVC press release.

Road Vehicles – improving air quality and safety Consultation response:

The Department for Transport (DfT) has written to the Federation of British Historic Vehicle Clubs today (1 May) to advise that following an overwhelming negative response to their recent consultation, the proposal to require certain classes of vehicles submitted for an Individual Vehicle Approval (IVA) following construction to meet currently prevailing emission standards, is withdrawn.

Arguments against the proposal demonstrated the immeasurably small beneficial effect on air quality that would have resulted whilst on the other hand SME’s involved in the UK Kit car sector and specialists involved in reconstructing historic vehicles would have been put out of business at a stroke.

The status quo will therefore prevail with regard to IVA testing going forward.

On the subject of IVA my date has now moved to wed 30th may oh yeah and I've now got to drive it 100 odd miles to Gillingham for 8am instead of 2 to Southampton. Anyone on here local I can call on if need be would be greatly appreciated.

Back home now......well it didn't fail but it didn't pass either. Having been moved from Southampton to Gillingham due to equipment failure. One of the first things he said was our emissions tester isn't working so I won't be able to complete the test. However he was a nice guy and liked the ibex. Brake test was a worrie for both him and I but scraped through. Speedo check was interesting 70mph on the Speedo was 57mph on the rollers he thought it was a fail but when double checked again a scrape through. There were several other concerns but after check the manual they were fine. End result was I need to go back to do the emissions but if I have a look at:

Rear reflector angle.

Heater output.

Notchy steering.

Fuel cap tether.

Vin plate needs slightly different info on it.

Then it will pass ;). So all in all a good day a few things to sort then back up to finish off. At least this way I don't get stung for a re-test. His parting comment was "it was a pleasure to do your test. Nice truck."

I can live with that.
