It's basically due to the fact that if you fit them and hit a pedestrian you can be sued because you have modified the pedestrian friendly design of your vehicle and some insurance companies have refused to pay up on the grounds that it's an undeclared modification. But back to the OP, facelift bullbars (assuming they're the OEM ones) won't fit an earlier Freelander. The attach to the bumber/grill and that's different on the earlier ones.
