They are rigging or bottle screws the top one is very common on yacht standing rigging (as Mav says shrouds) though they normally have either a left and right hand lock nut at either end or a split pin through the slot into the bolts. The bottom one is more general purpose normally steel but as yours has brass nuts it could well be stainless in which case it's a much older rigging screw use on classic boats. The brass nuts are so they don't fire up probably means it was adjusted often.
