blowing fuse

Hi guys my friend has brought over her rangie as she was experiencing some vibration and noise which turned out to be a front prop about to let go but now sorted ,she said the climate control was not working and her dash said replace two fuses ,she tried to replace the two fuses but one of them keeps blowing f17 .the car is an N reg range rover .

All help would be greatly appreciated thank you in advance .
