  1. The TRF victory over the PDNPA and the Chapel Gate ETRO could be short-lived because the Authority has a meeting arranged for the 25th January at the PDNP Head Office to close it again.

    I know its a Friday but its vitally important we make a lasting impression on the attendees to that meeting that they are messing with the wrong People. whilst we have speakers inside the meeting from the various user groups the Authority is just not listening to us and ignoring our rights.

    We require as many Trailbikers and 4 x 4 vehicles as possible in the carpark at Alderny House BEFORE 9.00am to prevent visitors and members parking easily. We will conduct a Rally and Protest at the highest possible volume, complete with Placards, Banners, loud hailers and advertising. (Peak District National Park Authority, Aldern House, Baslow Road, Bakewell, Derbyshire, DE45 1AE)

    This will only work if we are in the Hundreds. ( thousands would be good) we have to demonstrate to the Authorities that what they are doing by banning us from the Green Lanes affects a great number of people from allover the country. i implore every TRF Group, every motorcycle and 4 x 4 club to be represented and bring your vehicles ( road legal of course) and bring your Club Flags/ banners for identification as we will be on the Telly and all the papers.

    After the Rally we will go out onto the lanes for a mass ride out, maybe more so be prepared.

    The purpose of this is to persuade the Authority that it will be easier to work with us than Ban us. We want them to stop wasting the publics money and sit down and talk with us...........I want to be able to threaten the PDNPA that if they don't listen to us i have the power to cause them so much disruption they will regret the day they started this course of action and i can only do it if i have numbers. I can only do it if YOU care enough to take a day off work to be there on the 25Th of January.

    Tell your friends, tell the Ramblers, tell everyone we are coming to Bakewell on the 25th........more the merrier. Please post this on your forums.

  3. Dear Drivers and Riders,

    We Need to have a voluntary ban on Motor vehicles on Chaple Gate.

    You will be aware that we have just won a court case which overturns the ETRO on Chapel Gate.

    Chapel Gate is open ( for now) but the PDNPA are determined to close it and they will let us do it for them.

    The lane is waterlogged and whilst it has been repaired it has no been repaired for use by Motor vehicles only as a bridal way.

    They have a meeting on the 25th of January to decide about closing it again. If the lane is damaged by overuse it will be an open and shut case against us.

    WE CANNOT AFFORD TO FALL INTO THIS TRAP

    Please bear with us on this. We are putting together a plan of action that will hopefully secure this and the other lanes for “Managed” use by MPV’s for posterity. A hard task which which may not totally succeed in but could be easily scuppered by a few heavy tracks in Chapel Gate.

  4. Last year was one of the coldest for years, many of us gave up our time to go out in the January snow and help others. If you didn't know already there is a network of 4x4 volunteers that has been formed around the UK to bring together 4x4 drivers when and where needed. Have a look at the national website and see if you are interested http://www.4x4response.info/ then follow the link http://www.4x4response.info/?pid=map to find your local group. Now is the time to think about joining rather than waiting until we are needed.

  5. North West 4x4 Response is looking for new members to join. NW4x4R is a volunteer group set up to provide logistical support to Emergency Planning Officers and Emergency Services across the North West. Membership is open to anyone who is willing and interested to get involved. Although primarily the group needs owner drivers of 4x4 vehicles there are also a number of other roles within the group for non vehicle owning/driving volunteers.

    NW4x4R is a team of volunteer owners of suitable 4x4 vehicles that can be called upon at short notice to provide logistical support throughout the region.

    NW4x4R provides training and assessment of members to ensure that they are sufficiently competent to provide the necessary support when required.

    NW4x4R organises regular events to undertake training and team building activities that will help to improve the groups capabilities and help team members to work together.

  7. Last year LARA won a magnificent victory for trail riders and all other recreational vehicle users when they defeated the Yorkshire Dales National park Authority in the High court forcing the authority to remove TROs from four lanes.

    Unfortunately due to YDNPAs failure to properly process outstanding byway claims for three of the routes only the fourth, Gorbeck Road remained legally safe to use.

    Now, as widely expected, this most spiteful and vindictive of National park authorities has begun the process of trying to steal this magnificent green lane from us once again.

    They have now published a new consultation into another TRO on Gorbeck Road, doubtless in an attempt to finnish what they started last time. This authority have shown in the past that they have absolutely no respect for the rights of legitimate recreational vehicle users.

    They even boast that they consider such activities to be innapropriate in the national park so you can imagine what chance we stand of getting a fair hearing from them can't you!

    This is a battle we cannot afford to lose, national parks are a national issue. What happens here will set the scene for what happens accross the country and in other parks such as the Peaks! The antis believe that they are on a roll and that we are beat. Lets show them how wrong they are!

  8. The part that needs your objection is on page 98 of the pdf.

    The NPA cannot exclude activities from the Park as a matter of principle, but there are a limited number, listed in Table 7.2.2, that it considers to have unacceptable impact on the Park's special qualities and to be rarely appropriate within the National Park. Where these activities are legal, the NPA will seek to reduce their harmful effects by negotiation and through good management.

    If everyone could write just a brief email saying that you object to the expressions used within Table 7.2.2 that would be useful. You could just say 'Please remove the first item from Table 7.2.2".

    Dear Dr Welch,

    I am writing to you to strongly object to some of the points made in your draft document “Managing Change Together: Brecon Beacons National Park Draft Management Plan 2009 – 2014”. Specifically I would like to object to wording in Table 7.2.2 on page 98 and the sentiments expressed within it. I object strongly to the implicit aim of forbidding legal activities within the BBNP boundaries, in particular, the recreational use of motorised vehicles off surfaced roads. I drive a 4x4 and ride a trailbike and I am a regular user of such roads in pursuit of my “Greenlaning” hobby. I find the inclusion of MPV use and vehicular rallies as inappropriate as it is a legitimate and legal recreational activity and I would ask that it be removed them from future drafts.

    From your own document you say

    “The NPA cannot exclude activities from the Park as a matter of principle”

    “ … enable as many people as possible to enjoy them in appropriate and sustainable ways…” “… should promote the widest range of opportunities for recreation… ” So why exclude me and my family?

    “Circular I 3/99 agrees that it is not appropriate for all forms of recreation to take place in all parts of the National Park and that some activities can cause unacceptable damage or disturbance …”

    “ …The impacts of recreational activity vary greatly. Activities often seen as harmful can be benign if properly managed, whilst apparently harmless pursuits can be damaging if practiced on too large a scale or in the wrong setting.”

    You hit the nail on the head there, a lot more damage is done to ROW by walkers than by MPV’s surely by this criteria you should be banning them.

If the park authority manage to get their Draft approved unaltered all the current routes in the NPA will eventually be closed, Sarn Helen, The Gap, and as you are aware many other popular routes.

    If you look at the map on page 4 of the NPMP_draft_v2_final.pdf you will se the extent of the BBNP.

    This is an important issue for everyone who enjoys motorised recreation in the area so:-

    Brecon Beacons National Park Management Plan 2009-2014 Consultation Draft

    The Brecon Beacons National Park Authority is preparing a new management plan for the next 5 years, entitled Managing Change Together. The plan lays out strategies for conserving and enhancing the Park’s natural and cultural resources, promoting understanding and enjoyment of the Park and fostering economic and social well-being of local communities.

    Managing Change Together is the result of consultation which officially began in October 2006, involving a wide variety of partners. We continue to engage interested stakeholders to improve the quality of the Management Plan and, ultimately, improve the management of the Brecon Beacons National Park. This consultation draft is an important step in this process.

    A draft of the new plan is now being distributed for public consultation which continues through 31 August 2008. It is also available at http://www.breconbeacons.org/content...nd-policy/npmp.

    During the consultation period, the Authority will organise a series of discussions to formulate management priorities for the next five years, including those of the Authority and other key stakeholders. Priorities will include a series of outcomes and related actions that will be accomplished during this period that ultimately keep the Park on track with the twenty-year aims and the vision. The Priorities for Action document will also be sent out for public consultation.

  10. TRAIL USERS SEEK FAIR REGULATION FROM NATIONAL PARK AUTHORITY.

    Motorcycle trail riders and 4 x 4 drivers seek fact-based and proportionate management of green lane use.

    At a meeting of the Access Committee of the Yorkshire Dales National Park Authority on 17 April 2008 representatives of the North Yorkshire Trail Management Advisory Group (NYTMAG) will accuse Authority members of failing to fulfill their quasi-judicial role with the necessary degree of objectivity and discernment.

    NYTMAG made recommendations to the National Park Authority which sought proportionate management of use of sensitive green lanes in the National Park by mechanically propelled vehicles. But at its meeting in January 2008 Access Committee members rebutted users’ comments and agreed to seek permanent full-time bans on use of the eight routes in question by recreational motor vehicles.

    NYTMAG will say that the decision of the Access Committee was not supported by the evidence that was before them and will suggest that advice given to Access Committee members was not sufficiently independent or impartial. It may also be alleged that some members of the committee hold positions in other organisations which led to them being unable or unwilling to consider this matter fairly and without predetermination.

    Stuart Monk from Ingleton, Chairman of the umbrella group of motor vehicle users in North Yorkshire, says ‘We have studied all the information that is available to inform the management of recreational motor vehicle activity in the Park and made recommendations accordingly. This information supported the proposals submitted by NYTMAG to regulate use according to time and space. We supported regulating use on some routes at weekends or in winter, or applying a one-way system. Where evidence justifies it we accept that full-time ban on use by motor vehicles may be appropriate in particular locations, but no such case has yet been made. Members did not make any site visits and have reacted only to exaggerated lobbying against our recreation. The National Park Authority has ignored the facts that were before them”.

    When discussing the matter in January one member of the National Park Authority spoke against the application of different management regimes on different routes because they would be too complex for users to understand. Stuart Monk’s response to that was “NPA Members should not judge other people by their own inability to deal with minor complexities. Trail riders and drivers are very used to dealing with varied use management regimes and to interpreting signs, in the same way that all drivers have to look for signs ordering one-way street, weight limits, or pedestrian only areas in town and villages”.

    NYTMAG is asking the YDNPA to step down from considering this issue any further and to submit it to independent inquiry for an impartial decision.

    The Derbyshire and South yorks trf have been requested not to use "Shatton Lane" (Shatton, Abney Moor. 119 os map) due to the extremely poor condition on the upper section.

    Can anyone else who uses this route, or if you are planning to use it, please refrain from doing so until further notice. Your support on this and other matters in the peaks and derbyshire would be greatly appreciated.

  12. This is one reason why you need to be carefull what pictures and write ups you post on an open forum. Its taken from a GLEAM newsletter.

    We monitor, as closely as we can, whatever sources of information about off-roader thinking that we can find. ... Every weekend, they defiantly use every route that is not definitely closed to them (and some that are) and proudly post details and pictures of their exploits on the web. They either do not know, or do not care, about the tide of public opinion that is running against them.

    The important thing now is to send in reports of all illegal vehicular use to the police, with copies to the Park or AONB authorities and to us. The police are now taking reports from the public much more seriously. Using just evidence conscientiously and scrupulously supplied by ordinary citizens, the police are now regularly issuing what are known as Section 59 notices to offenders. These put offenders on notice that they are liable to have their vehicles confiscated if further offences are recorded during the subsequent 12 months. The public and the Park authorities are becoming more savvy in their understanding of what is legal and what is not, and police action is now much more common.

    Be aware, be very aware you ARE bieng watched.
