my 03 td4 runs great then like today it all of a sudden has no power like someone has switched the turbo off . then if u stop the car switch the engine off start again it runs ok . this is driving me mad can any one help with suggestions

the passenger side front door on my 03 td4 has to be pulled twice before it opens is it a faulty handle or is it the central locking
