Nobody any ideas? Is there a fault with my Freelander or is this standard please

Even if I put the key in to its full extent the wipers won't work unless I start the engine. Any ideas?

Is it possible to use these without having to start the engine? I need to be able to do this while stationary. At present mere insertion of the ignition key alone doesn't work.
