Take it off and get it coated after shot blasting. Not as expensive as it seems.

I paid about £60 for both my full length (110) side steps doing and powder coating black. Theres some schools of thought about powder coating plastic or paint but to be honest i'd get a bumper done in plastic. Its really thick and hard wearing. The stuff about it rusting under is only true if its badly done IMHO.

I bet a few cans of paint is nearly that much and the finish will be nowhere near as good.
