On the Turbo - bolted to the alloy side of it by 2 x 10mm head bolts - is the wastegate actuator. A rod comes from it and goes to the arm of the wastegate (which is actually inside the exhaust side of the turbo, and is just a flap). Disconnect the arm from by removing the small clip and pin. You should then be able to easily operate the wastegate by hand.
