Some have the motors installed but the connectors are left disconnected and filled with Tiger Seal (or similar) and the glas is bonded into the runners. Later models apparently don't have the motors installed. From memory, the parts are around £80 per side to get the necessary parts to get the glass working. TBH, I've never worried - have run Commercials for many years with non-functioning windows and have simply removed the black plastic for safety when pulling out of oblique junctions...
