You wouldn't like what I read a while ago, then. There was a proposal that in all car/bicycle accidents, it would be deemed to be automatically the fault of the car driver. No question, no mitigating circumstances.

Scary. So a cyclist, without lights or insurance, can come at you the wrong way down a one-way street, using a mobile phone, run right into your front bumper, and - you're at fault.
I don't know how far this proposal has got, but it was being discussed at EU level as part of a re-think of insurance issues across member states.
