P38 wont start after replacing FIP Head/rotor

Hello,

Please excuse my English, So my p38 DSE had a hot start issue, which the previous owner put a delay fix. But currently, the hot start was still occurring and I had to buy a head rotor to replace it.  So I removed the FIP and send it to the shop where they did the replacement. But now after putting it back when starting the car, only injectors 1,2,3,5 are firing(you can see fuel) but 4,6 are not firing. My question is this issue of the pump after changing the head or it can be related to timing issues?

also, We did change the triangle security bolt with a normal bolt(bolt head number 10mm). What's the purpose of a security bolt? Because at the bottom security bolt is a bit narrow, the normal one is not narrow
