Apparently the USA consumer regulations stipulate that buyers of cars with an ECU must be able to recognise the faults themselves and not be dependant on returning the car to their stealership. Maybe there was a change in the States +1996, anyone from USA know the regulations? I am sure the goverment could care less whether or not the consumer knows why the idiot light comes on when the car needs service. I can't say that I know the regulations, but it seems the main reason for standardizing the readout for all cars '96 and newer was so it would be easier for shops to do emissions testing for the annual state inspections.
