It's for the cruise, as far as I know, if it doesn't work then yes, you can remove it, just make sure to plug an hoses as it attaches to the plenum, and will cause a vacuum leak and lumpy running!

its the vacuum reserve tank for the heater, follow the pipe behind the engine (other pipe to the plenum one) and it goes into the back of your heater, so operate the vacuum thingymabob

you can remove it, but plug the hole on top of the plenum

It may vary on vintage, but on mid/late 80's RRC the vacume operate actuator on the heater only contolled the reciculate/fresh air flap, up/down being on a mechanical linkage direct to the contol leaver. Without the vacume supply its stuck permenantly on recirculate unless you do like what happened to one of the RRC at home, which had the actuator removed allowing the flap to flop down giving pemenant fresh air.
