I was under the impression that any changes to vehicles by the dvla/dsa wasn't retrospective? ie, they can't make it apply to vehicles that are already registered?

if that was the case series vehicles would have been off the road long ago! (and thank god they're not)

so if this did come into place wouldn't it only affect vehicles registered after the date it changed?

They're removing the "dual purpose vehicle" classification that has meant a 110 etc could be tested in a class 4 station.

A 110 has always technically been class 7, there was just a special exemption for 4x4's that they're now removing for some reason.
