Tdi poor mpg ?

Hi

i have recently bought a 1997 Discovery tdi auto (EDC) which only returns 21mpg stop/starting and today, 26mpg on the motorway @ 60mpg(125 miles on £25). According to the handbook (and a previous tdi auto) the mpg seems low. The disco has done 129k and is pretty much in superb condition, it has been de catted and the EGR valve removed. I have looked in the sedimenter which was clean, removed and soaked the intercooler (hardly any dirt), removed/soaked the inlet manifold (oily inside) and changed the cambelt, none of which has made a difference. It has a K&N filter fitted which i have cleaned in pj1 filter cleaner. The general performance doesn't seem that great. Is the MPG normal and what else could be wrong?
