Speedo Problem?

I recently bought a second hand speedo from a defender td5. Just received it through the post today and its reading between 10 and 15mph out of the dash! Can they do this when there not wired up or should I be demanding a refund?

Power it up first, the needle is controlled by a stepper motor and when you apply power it should reset itself to the zeroed position, it's probably been shocked by the postman.

Pin 7 of connector A to negative and pins 9 & 10 of connector A to positive
