You have two problems there - The seat box has suffered from electrolytic corrosion, and the 'B' pillar has rotted through. No need to replace either though - the seat box is alloy and a repair piece can be riveted on. The pillar can also be repaired in a similar way. The seat box sits on a seperate piece of metal that the door bottom contacts on - this is what the main strength of the seat belt relies on. You can unbolt and remove it, unbolt the seat box and move it forward to repair it, and while it's away from the 'B' pillar - repair that too.

I've not seen a B post repair section, but fairly certain it wouldn't be to hard to repair that area.
