LT230 transfer box problem

Hi all , hope everyone's well been a while since my last post . I rebuilt a transfer box a while ago for my project and I seem to have a problem , whenย  difflock is engaged it works fine , its a little stiff but easily turnable with your hand which I put down to new parts but when you dis-engage difflock the output flanges turn easily but the gearing doesn't move . I've had it back apart several times and can't see any issue , although there is one . I can see the diff centre gears turning inside freely but the movement doesn't transfer to the internal gearing . The hi- lo selector is moving and engaging and when you move the gears by hand the output flanges move . It all goes together okay you don't need to force anything .

There's something in there that's not in right or working correctly but I can't see it , I did think that one of the bearing preloads was wrong but thought that would just make it stiff , any help would be much appreciated .

It could be the old one is just a bit stiff in different places. More resistance on the output flanges and less on the internals compared to the new box could be enough to have the internal gears turn even with diff lock disengaged.
