You adjust the wastegate to open at a higher pressure. I actually got slightly better MPG with it tweaked to buggery, probably due to not needing to change down & rev the nuts off it to get up hills anymore. I think there is/was a link to a long thread on here about turning the power up on TDis, couldn't tell you where it was years ago i read it.
