I think they are like that as part of a redesign.... that uses self tappers. You can see the walls of the tubes are fatter, so I would think with the right size screw in it it wouldn't split. That said you would expect them to send them out with the new cowling, but hey, you can't get everything right Brass is expensive, and in this instance actually not bringing anything to the party.
