New Landy owner

Just bought my first defender. It’s a 2006, 110td5. 
A few things are baffling me. 
I have a small plastic “thing” below the steering wheel with holes in it and one the same on the passenger side.
 what are these for ?

There are three levers beside the instruments.  One selects the fan speed (and closes a flap in the heater housing when off to prevent drafts), one adjusts temperature by deflecting fan air through or around the heater core in the housing, and the third (adjacent to the temperature lever) controls flaps that divert the air to the windscreen or these foot well vents.

They are indeed where the heater injects warm air into the footwells.

If the heater does not keep you toasty warm in freezing winter, then something is broken.

There are cables from the levers sticking out of the instrument panel to the heater-box in the engine compartment and to flap valves behind the plastic inlets in your pictures. Start by testing if all these are in good order.
