I cannot see any reason why, despite what I said above, it should be any different from cooking oil. The situation I saw on TV was a shady character disguising red diesel. I think it's probably an environmental thing with black diesel and difficulty with policing on heating oil etc. they know your running on veg oil without dipping the tank as following you makes them think of fish and chips. Cracking hydrocarbons into chains short enough to run a diesel is generally done with heat - either some or a lot depending on how you're going to do it.
