Since you have done all the obvious tap in a multimeter connection to the red/green wire at the motor end with it still connected to the wiper motor. Check you actually have 12v there with motor under load. You may have a high resistance feed (in the switch possibly) that measures 12v with no load but then drops to zero under load. Just had a similar problem on a heated rear window on a Citroen. 12v at the connector with it undone but nothing when it was connected.
