Waisted!

Just a quickie really, should the following component be waisted where the pulley fits on? What drives the pulley, the taper? Or just friction between the spacer and the washer/nut?

The bearing failed so it is all a little mangled but if adding a new bearing will result in a hot spare then I will replace it as the brushes and slip ring are OK.
