Swivel seal retaining plate.

They are there because Land Rover put them there.  There is no more logic than that.  Maybe someone in the factory in the 80s could come up with one, but even that is doubtful.  The parts catalogues are only a good 90% accurate.  Land Rover and quality control are not to be used in the same paragraph.

The big question is why you care?  If they are rusty buy a set of stainless ones.

Or it could be a lot simpler than that. Maybe the swivel plates just arrived in the factory in a big stack, and they were hard to separate into individual plates. They might be stuck together by oil, grease, paint, whatever.

So they just two on?

^^^^ I think what Gaz said. Stuck together with oil from the press line. 

Landroversforever on here scanned these and makes nice replacements in stainless steel which is a much more appropriate material for where they live.

Buying some from him might get his 90 finished earlier ...

But I doubt it 😉
