yep, needs to be off the engine, it can then be stripped/cleaned/rebuilt/new parts as required & bench tested/setup. you'll be looking at around £300 to 400 for this work, get the injectors done at the same time or fit replacement injectors.
the 31x10.50 R15 Won't fit because the Wheels are 16 inch diameter so there's no way those tyres will go on the rim. I run BFG MT's 255/85R16 on the same wheels without any problems, or you could try the 235 version.
BFG at's are more road biased then the Trac-Edge. looking at your 70/30 road/off-road use BFG AT's in 235/85R16 size would be fine.
300Tdi pump without EDC may fit,not tried it myself so won't commit a 100% answer, not sure how the cold start bit works, I think it's internally in the pump body, may the IP needs a service.
what age is the IP & is it the original pump for the engine ??
a service by a diesel specialist won't do it any harm & they will renew any suspect parts & ensure it's correctly set-up & operating at the correct pressures
late tank is NTC2068, earlier tank is NRC9225.
EPC only shows 1 tank but list the 2 above in the ident list, EPC page in .pdf format attached

There's a cold start capsule but not a electrical part, could be the veg oil is thickening overnight & slightly jamming/holding the ip in one position before full fuel pressure is obtained.
Most likely a blocked breather, just remove from axle & clean/blow through to clear it.
LT77 & R380 main gearboxes need ATF or MTF94 as they have a internal oil pump, EP90 is to thick for the pump.
you might need the Ram mount like mine then to safely hold the laptop while on the road in the 90

this will let you use laptop when driving with & without a passenger/navigator.
None of the new 2007 model 90/110's has the opening vent flaps, the new dash design/moulding won't allow the heater unit & vent flap mechanism to occupy the same areas.
new heater is now in the cab not in the engine bay like previous 90/110's.
You could get a GPS reciever mouse which has a usb connector on it, I use one for my MM on laptop, got it off ebay or I've found these on this page http://www.gpsw.co.uk/details/prod2162.html you'll need the power/data lead 3rd from top
