fmmv
I don't know the correct name but that's the sort of thing for keeping a control knob on a pot on an old fashioned radio or cooker. I (carefully)googled ' control knob spring clip' and some were returned. 1
Gazzar
https://www.ransomspares.co.uk/parts/cookers-hobs/leisure/control-knob-pressure-spring--clip/146592.htm Seems a viable option.
FridgeFreezer
Willing to bet if you needed a few one of the smaller spring manufacturers would be willing & able... I did have some catalogues somewhere from Southern Manufacturing Show.

You could try an agri' or plant dealers or a machine shop.

Stellaghost
What about 16mm diameter roll pins https://www.ebay.co.uk/itm/303493875071?itmmeta=01HVY2BW3TYES6ZSF1ZQ59FKJJ&hash=item46a9a5057f:g:XPgAAOSw6WleTj2O&itmprp=enc%3AAQAJAAAA8ET%2FLN9rFFQ83CgMocVt%2B6vHzf%2Fer%2FU4zVtkNa174BL1FT1aG%2Fq7ih9g1OeCkUuZr%2BTMUpw4yeOuO2sKH%2FPdoOVWjQXzxMHxed7HNidY%2Fzzqf7%2F7CzGzBXdzemM2agTK3BjpP22gy3ILlxDYaTRmBlzSYffqZAAe6quJTrmApwe%2F3mzoRII6KZDZW8JdgPbLhMUYF1W3fKE0ftiaNKY5H6psgIFsV8JNcwyJVbNb8c8sje5l%2FTv0j5ouxITDwoT20BtKIDk9ef%2BEJt%2BPM2lsZkBFlyJamxmizRA5OFzmhAqQTJatD7t2frWGr04W%2FXGsng%3D%3D|tkp%3ABk9SR4LCr8LfYw Regards Stephen
fmmv
If its use is just as a dowel, could not a person with a lathe produce something similar, ok not sprung, but maybe loctited into place?
Ed Poore
They look surprisingly like some little end bushes I've seen.

Snagger
They look similar to head locating dowels. Turner Engineering might have something a similar size, as may your local engineering workshop. The kink in the slot would not be essential to its function - I suspect that just ensures the ends line up evenly as it gets closed in the bore, but a tap on the end with a hammer would do that.
